INTERVENTIONS


LCHR Resource Team has rendered its services to individuals as well as organisations on several legal issues conducting several workshops, seminars and training programmes on various current legal issues in order to create and strengthen their legal capacity.

A. Rural Employment & Right to Information

LCHR in association with Gauthati High Court Legal Services Committee has organised a seminar on “socio-economic justice and functional transparency with special reference to National Rural Employment Guarantee Act, 2005 and Right to Information Act, 2005” on Sunday, November 1, 2009 from 9.30 a.m. to 1.30 p.m. at Auditorium Hall, Vivekananda Kendra, Guwahati.

B. Right to Education: It’s Implication on Social Action

LCHR has organised a workshop on “Right to Education: Its implication on social action” on April 8, 2011 at Bosco Reach Out, Ulubari, Guwahati. Nearly 35 participants from the entire North East States participated in the workshop. An analytic discussion on both the positive and negative sides of the Right to Education Act, 2009 were made in detail in this workshop. Adv. Ravi Sagar, Director, LCHR, Mr. Lancy D’costa and Mr. Owen Chourappa were the resource persons of the occasion. Mr. Julian Fernandez was the guest of honor of this occasion.

C. Emerging Trends in Education Institutions

LCHR has organised a consultation programme on “Emerging Trends in Education Institutions” at Bosco Reach Out in Guwahati on April 18 and 19, 2013. The programme was organised for the heads of the minority educational institutions of North East India. Vigorous sessions on minority rights towards coherence and consistence, right to information: how to deal with the RTI applications, RTE- 2009: its implications on minority educational institutions and emerging trends in minority educational rights were conducted by the resource persons. The resource persons were Dr. Cyriac Thomas, Member of National Commission for Minority Educational Institutions, Dr. Rudolf C. Heredia, Advocate Mary Scaria, Supreme Court of India, Advocate K.M. Joseph, Patna High Court, Mr. B.K. Das, Director of Elementary Education, Assam, Mr. G.C. Bora, Academic Officer, Board of Secondary Education, Assam.

D. International Human Rights Day

(i) Legal Cell for Human Rights in collaboration with the District Legal Services Authority, Goalpara and in association with ASHA Women & Child Development Society, Goalpara celebrated the 63rd International Human Rights Day on December 10, 2011 at Officers’ Club in Goalpara district of Assam. About 200 people participated in the programme from different parts of Goalpara district which included Judicial Officers, Advocates, Vice-Principal & students of Goalpara Law College and other civil society members. Mr. Utpal Sharma, Additional Deputy Commissioner, Goalpara, Dr. P. Ashok Babu, Deputy Commissioner, Goalpara, Mr. H.K. Sharma, District and Session Judge, Goalpara were the dignitaries present in the occasion.

(ii) Legal Cell for Human Rights in collaboration with the District Legal Services Authority, Morigaon celebrated the 64th International Human Rights Day on 10th December, 2012 at the Auditorium of Morigaon Zilla Parishad in Morigaon district of Assam. About 150 people participated in the programme from different parts of the district including Judicial Officers, advocates, law students, children from different schools and senior citizens of Morigaon district. Mr. P. C. Das, District & Sessions Judge, Morigaon, Mr. V. V. Solanki, Deputy Commissioner, Morigaon, Mr. A. Haque, Superintendent of Police, Morigaon district, Advocate Ravi Sagar, Director, LCHR were the dignitaries present in the occasion.

(iii) Legal Cell for Human Rights in collaboration with the Assam State Legal Services Authority (ASLSA) observed International Human Rights Day on 10th December, 2013 at NEDFi House, Guwahati. Hon’ble Dr. Justice Aftab Hussain Saikia, Chairperson, Assam Human Rights Commission was the guest of honour for the programme. Mr. M. Ali, Member Secretary, ASLSA and Advocate Ravi Sagar, Director, LCHR were the other guests present. 75 participants comprising of Principals, faculty members and students from 9 educational institutions and members from 14 voluntary organisations look part in the programme. 7 students from law colleges and other institutions presented their views on “Human Rights in the prevailing society- A youth’s perspective”.

E. Right to Food

Legal Cell for Human Rights organised a workshop on “Public Distribution System and Role of Para Legal Persons” at Bosco Reach Out, Ulubari, Guwahati on February 24, 2013. The seminar was inaugurated by Hon’ble Mr. Justice Mr. P. K. Saikia, Gauhati High Court. Hon’ble Mrs. Justice Anima Hazarika, Gauhati High Court and Mr. Dilip Kumar Mahanta, District and Sessions Judge, Kamrup district were present in the concluding ceremony of the seminar. Mrs. Enakshi Dutta, Executive Director, Foundation for Social Transformation (FST), Guwahati, Mr. S. J. Thakur, Inspector, Food, Civil Supplies and Consumer Affairs, Govt. of Assam and Advocate Ravi Sagar, Director of LCHR were the guests of the seminar. People from Kamrup, Nagaon, Udalguri, Morigaon, Sonitpur, Dibrugarh and Tinsukia districts of Assam took part in the seminar.

F. International Women’s Day

LCHR in collaboration with the Sonitpur District Legal Services Authority and Tezpur Law College observed the International Women’s Day on March 8, 2012 at Tezpur Law College in Sonitpur district of Assam. The function was witnessed by 90 participants. It was graced by Mr. Tapan Chandra Sharma, Deputy Commissioner, Sonitpur, Mr. A.P. Tiwari, Superintendant of Police, Sonitpur, Mr. Bhuban Barua, Principal, Tezpur Law College, Dr. Lakhi Goswami, Prominent Social Worker and Mr. Ravi Sagar, Director, LCHR.

G. Grassroots Comics

Legal Cell for Human Rights has organised workshops on Grassroots Comics at Shilpgram, Guwahati from November 20 to 22, 2014 and at Rajgarhali Tea Estate, Tinsukia district on December 11, 2014. The trainees were taught on how to create grassroots comics, its power and usefulness in educating the masses on various issues through the medium of grassroots comics.

H. AFSPA

Legal Cell for Human Rights in collaboration with North Eastern Social Research Center, Guwahati organised a consultation programme on the Armed Forces (Special Power) Act at Jagriti, Chirstianbasti, Guwahati. Mr. R.N. Ravi, Former IB Chief, Dr. Sanjay Barbora, Assistant Professor, TISSS, Guwahati and Mr. Babloo Loitongbam, human rights activist from Imphal were present in the programme as speakers.

I. Human Trafficking

Legal Cell for Human Rights has organised workshops on Human Trafficking. The Para Legal Personnel who attended the workshops have rescued children from the traffickers. They have also been creating awareness on human trafficking among the rural masses. Workshops were organised at Jagriti, Christianbasti, Guwahati from February 27 to March 1, 2014 and at Shilpgram, Guwahati from August 20 to 22, 2014.
